Cid wants you to check the acid levels in Dangruf Wadi. You have to go there and find a place that makes the test paper change from blue to red. The location is a geyser at I-8, stand on it while it is off and then wait for it to go off. It'll more than likely send you to the second level. Drop down, check your key items to make sure that it is turned to red. And then run back to Bastok and turn it to Cid by talking to him.

Remember that this is Dangruf Wadi, it is sort of dangerous here if you are low levels. It is best if you are either with a friend or about lv 15 to do it safely. It can be down lower, but watch the agro from the goblins.
