Speak with Naji in the Metalworks on the second floor outside of the president's office. He talks about the Quadav to you and the problems they are having there. He wants you to kill some of them and bring back proof. The items you need are the Fetish Head, Arms, Legs and Torso. These can be bought at the Bastok Auction House normally unless they are sold out. They are easy to come by, killing some Quadavs in Palborough Mines will also yield you the fetish pieces. Once you have all four, trade them to Naji and have a cutscene.
