This mission is the first mission that is shared by all nations. You all have to go to your own Embassy in Jeuno, but you end up in the same place. Go to the guard and get the mission. Go to Lucius in the the Metalworks in the Aide's Office, he tells you to go to Jeuno and gives you a Letter of Introduction.

Go to the Embassy of Bastok in Ru'Lude Gardens and speak with Goggehn who tells you that the Ambassador is not back yet from his trip to Delkfutt's Tower. After a cutscene get your alliance together and march on the Tower. The Delkfutt's Tower is located in the North West area of Qufim Island accessed by Port Jeuno.

You must travel up 10 floors of the tower to get to where you are seeking. You will want to have at least one person in your party to have a map, do not go in without a map of the tower. On the first floor you must go to F-6 where they are stairs, climb the stairs to the second floor. Go to I-9 now and up those stairs to the third floor where you must go to G-6 to the fourth floor. On the fourth floor go to J-8 to the fifth floor where you must go to H-9 up those stairs to the sixth floor. On the sixth floor go to J-10 to the teleport pad, to the seventh floor. From there go to F-7 and up those stairs to the eighth floor. Across to I-7 to the ninth floor and down to J-9 taking the stairs down to the eighth floor. Then across the eighth floor to F-10 and up to the ninth floor. Then go to G-6 to the teleport pad to the tenth floor. You finally reached your destination.

Now on the tenth floor you must kill a NM for keys, got to I-8 where there are a lot of Gigas and Porphyrian a large purplish Gigas. He drops 6 keys all the time, so be careful on the lots. If you are in an alliance kill the near by Gigas and then the NM to prevent links. If you have high level help, let them do all the work and just watch. Once you have all have your keys, take the elevator at H-8, trade the key to the elevator and run down all the stairs, it is a lot and probably takes 2-3 minutes to go down them all. You are after all running from the tenth floor back down to the basement. Down here you will find an open area with 3 pathes in front of you. Each hall is for a different nation, Windurst the far left M-7, San d'Oria the middle M-8, and Bastok the far right L-9. Trade the key to the Cerment Door and get a cutscene.

Once done with all the cutscenes leave to E-8 and you will find yourself on the first floor of the tower at E-8. Leave and return to Jeuno to your Embassy for Rank 4 and 5000 Gil.

Now as for your party/alliance set up for the Tower. It depends on how you do it. If you have one or two people 50+ helping you then you can do it alone with them. If not you will want as many people as possible with you. This is annoying mission because it takes a long time. So getting a lot of people together for it will make life easier. Only problem is that everyone can get agro. So you will either be stopping a lot when some gets agro or fighting your way through.

But bring a lot of powders and oils or mages. You will want at least one WMH per party, and another mage to help out in the invisible and sneaking. There Goblins and Bats that will agro you besides the Gigas. Make sure that you have a balanced group of melee fights to take the NM, he is not hard, but as Gigas can be rough on low levels. Make sure to have at least two tanks in the event one get hurt or killed. If you have an alliance you will be killing it more than once, for all the keys. Make sure to have sneak and invisible on at all times and have one guide that knows the way or following the instructions. Try to keep the log quiet so when something happens you know and do not go off on your own. You will die.

To get the Map of Delkfutt's Tower you need to get a Kaiser Blade, dropped from the Weapons in Qufim or the Auction House and trade it to the NPC Imasuke in Port Jeuno.
