You need to speak with one of the mission guards after turning a couple stacks of crystals for rank points and you are told to talk to Medicine Eagle in Bastok Mines. After speaking with him, you need to go to Drake Fang in Zeruhn Mines and get a cutscene where Iron Eater approves your mission to Altep.

Now you can go to Altep by teleporting or the tunnel, but since you are around 60 I assume you know your way around Altep. Go to Western Altep Desert to G-8 and examine the ??? This will spawn two NMs Western Sphinx and Eastern Sphinx. You will want a good party of 6-12 around 60+ to take them down easily. My suggestion is get a large alliance together for it and do both 6-1 and 6-2 together it will make both a lot easier.

Once the NMs are dead examine the ??? again to get the Key Item and return to Bastok Mines to talk to Tall Mountain.
