Talk to one of the mission guards and get the mission and then get an alliance or party together for this fight to Ro'Maeve. There are two NMs that pop, though with Sneak on you can pull one at a time and do the fight easily with a good 65+ party. But if you want to be sure, get 12 or so people around 60+ and it will be easy.
Go to Ro'Maeve the location of the two ??? seems to be in debate. When I went we found the ??? at K-10, though a lot of people say D-10 which is mirror on the west side, so it could be that there are two spots. Once you kill the NMs you have to find the second ??? which moves around a lot so search around Ro'Maeve for the second ??? and you will recieve your Key Item.
