You will find an Elvaan looking out to the bay with a problem, he was a San d'Orian Knight, but he abandoned his group and ran to Bastok leaving his mission orders in Konschtat Highlands by a windmill. He wants you to find the orders for him, go out to the highlands and at G-8 you will find a ??? examine it for the mission. Returning back to him with the mission orders he gives you Scale Mail.
