Having learned that there were 11 people to go into the Palborough Mines and not 10, Elki wants you to go in and find more information about this 11th person. Go into Palborough Mines and search the third floor around H-7 to find a toolbox, once you find the toolbox returnt to Elki who tells you to talk to a Galka called Babeen who is in the eastern most house on the top north side of Bastok Mine's Ore Street. The Galka will give you a reward.
